As We Enter The New Week, NJ Weed Bill Is Poised To Become Law, Sources Say.

After nearly two weeks of negotiations on underage penalties for marijuana use, lawmakers have a bill that Gov. Phil Murphy feels is fit to sign.

Two sources with knowledge of the negotiations have confirmed to NJ Advance Media that the Legislature. And governor’s office are in agreement on a bill (S3320) that lawmakers plan to vote on Monday. It establishes fines and warnings for those under 21 who use marijuana rather than criminal penalties, addressing inconsistencies in two other bills that legalize marijuana and end arrests.

If the so-called cleanup bill passes Monday as expected, it will clear the way for Murphy to also sign a legal marijuana bill (S21) and a decriminalization bill (S2535) lawmakers sent to him in December.

Lawmakers had expected Murphy to sign those bills before Jan. 1, but the governor said a few “technical but important” changes must first be made, and recommended a set of fines for those under 21 found in possession of marijuana.

Lawmakers on Thursday advanced a bill through committees that would impose fines only on those 18 to 20 years old. For people caught with an ounce of marijuana or less, they would be $50 to $250. For more than an ounce, the fines jump to $100 to $500.

But those under the age of 18 would not face any fines under the new bill. Instead, they could receive curbside warnings. In which police would counsel them on behavior, or a station house adjustment. Which involves agreeing to attend drug treatment or education programs.
